Quests aren't story. There's no overarching purpose to anything you do in the game. Even the rts warcraft games have more story than wow.

Yeah. In fact, that's the only type of games I play. If a game has an overarching story my eyes glaze over since I get bored of it. Meanwhile, the side quests tell a whole story before you get bored of it and need to be concise in their explosion.

The opening cutscene literally tells you the story. You're a civilian rising to action helping out the homeland because the army is away fighting.
