It's really janky, but has a great idea in it, so it'll be reviewed poorly, but may get an insanely successful sequel.
Of course, if your game is rated badly and has little chance to sell well, it's best go epic exclusive so they buy copies for you.

Doesn't poor reviews mean that it's definitely worth EGS exclusivity, because it means that the devs got a set number of guaranteed sales, and won't go bankrupt from making an experimental and quite ambitious game?
I'd imagine that the statement refers to actual shovelware like the achievement grinding games on steam and other actually irredeemably bad games.
The only metric they use is how much hype games have generated and how many users epic thinks they will attract to EGS.
