It's Resonance of Fate. Or End of Eternity if you're a weeb. The game is about a trio of mercenaries who take odd jobs from a bunch of rich nobles in a multilayered city built high up in the sky on a tower. The lower the level the more poverty, monsters, danger etc etc.
It's melodramatic edgy anime shit but it's really good edgy anime shit. Most unique combat system in any action RPG I've ever played. Characters are fun and wacky in a way that borders on cringe but stays entertaining like No More Heroes or DMC3.
Huge learning curve and then endless grind, the game is like 30 hours longer than it should, but its a 50 hours game so its fine

I've got the install disks sitting in a drawer still. I wish there was a mod for the PC version that used the SNES music/graphics/sounds and the extra stages. Rockstar did some pretty cool shit like this and Uniracers back when it was still DMA Design, too bad they pigeonholed themselves as The GTA Developer later.
I have the Dreamcast version. The DC was good in general for shit like this. Cannon Spike, Bangai-O, Rainbow Cotton, etc.

I wouldn't say TA was underrated. There was a pretty big modding scene for new units and maps and shit.
I'd say Rain World if we take metacritic for PS4 version. Actual 10/10 got ratings suitable for movie tie-in shlock.

Never seen this talked about anywhere except the dedicated forums. Amazing game made by Bungie, so it's since been completely overshadowed by Halo. Still works on modern systems with the anniversary mod.
i just realized that all games get exactly the success they deserve. i can't think of any underrated game. maybe it's cs 1.6 because csgo players really don't realize how much fun the movement, the wallbanging and overall feel of the game was.
i can start cs 1.6 right now and just go on a public server and have much more fun than playing cs go. the only thing that keeps people playing cs go is matchmaking, skins and ranking system. it has nothing to do with the game itself. without matchmaking/ranks and skins the player base would drop radically.
