don't know about the devs but that looks like the 'fake' kind of anime style that non-japanese devs seem to produce. It looks like the anime style but there's just something off about it, like in all those shovelware visual novels on Steam.

Using the term "anime" to refer to an art style will immediately let the person you're conversing with know what you're generally referring to, even if the semantics aren't completely accurate. It's much like how I will refer to something as a "western" style because things here tend to have a certain feel even if the term uses a huge blanket.

Not that guy but even you using an edge case doesn't work. Shin Chan still has some of the biggest features of anime art-styles which is big eyes, small to no nose on most characters, and a slightly bean shaped head. In it you will also see manga iconography used like the throbbing veins in a cruciform shape to indicate anger or a single large sweat drop to indicate embarrassment or confusion. There are many others like their distinct way of drawing blushing or super large exaggerated open mouths. There are definitely anime and mange that defy these conventions but the vast majority do not, even ones like shin-chan that initially look very different.

It's just a blanket term that people understand. It refers to styles like in pic related, which I handily happened to have on my other screen.
