Minmin won the Arms tournament, so that would be a way to justify including her rather than Spring Man/Ribbon Girl (which imho are less interesting design wise). I feel like they wouldn't include Twintelle despite her popularity because she's the only character who doesn't fight with her arms (but her hair, which they also might consider too similar too Bayonetta)

They were working on something before being handed Prime 4. That much was confirmed by people that left Retro. Now if it's a original IP or not it was never revealed.
