Put him into a different role, with more farm and a team around it that work well. Such as a support healer with sustain like abbaddon, and a lategame carry like gyro, and an offlaner that take prolonged fights with high sustain like enchantress, and you have a powerhouse with great timings mid and lategame. Add to that the only team that seemed to understand and know how the hero worked was OG, and no other team expected to play carry IO.

Basically, everyone always wanted to play Wisp core ever since he got the insane 25 talent of "attack tethered ally's target". But it was always really difficult to get to that point, because Wisp didn't really do any sort of core things until then.
But the new Aghanim scepter gave him that midgame timing (aghs + level 15) to play around, to be a viable hero even before level 25. It turns out 155 damage and a huge slow every second is fucking busted. And the Aghs was balanced around the idea of Wisp not wanting to buy something that doesn't help him heal and save and Wisp not getting crazy amounts of farm.
But if you're carry neither of these things are an issue.

this is due to the power balance dynamics between players and organisations. players in dota have far greater power over orgs than any other esports.
players can just form their own team, go through qualifier and win or place high in the tourny if they are good and maybe an org will pick them up. and if you fail you can just disband and find another group of players for the next tournament until you succeed. notable example being secret and og
this is just not possible if you have an established league system like league and overwatch where orgs holds the power over the players because its the spot in the league thats worth the most money, not the player themselves

Final game is supposed to be a game where two best teams fight for who is actually the absolute best of them both.
What's the point of the finals then when one team is already at a huge disadvantage and considering the fact that two best teams are around the same skill level there is no way a team who had to play for multiple hours just before the finals has any justifiable chance to win.

I mean just look at it, it was a stomp, even the game where OG lost they still could easily win.
