Making competent racing AI is really, really hard. To date, the only developers I have seen pull it off are Turn 10 and the dirt 2/3 and GRID codemasters team. Dirt 2 in particular feels incredibly fair even at max difficulty, they're not cheating, they're just about on pace with you.

Which has the best customization? I always liked Underground 2 but that's the only racing game I put quite a bit of time in and Most Wanted didn't have nearly as in depth of a system.
