Not really, before Toei went digital, their cel animated shows were fairly consistent. There were the odd looking episodes on their shows, like that infamous smiling goku pic, but otherwise they managed to put out consistently good lookig episodes with very well animated fights every so often, like webm related.
When they jumped to digital animation, like most studios, they weren't used to the new techniques, so it looked really rough. The art was consistently on-model, but until they started making shit look really well animated it took some time. Digimon was one of the shows that took the brunt of that early digital era, it looked on-model all the time, but aside from episode 21, every episode had very limited animation.
