When the gender of the person is unknown, you use they/them out of respect. For example if you're dealing with just a name on paper something like "Taylor" that can be used for either gender, or when you only have a last name you use "They/them"

When a person's sex was unknown, you used "he or she" (or some variant thereof). Using "he/she" or "they" was colloquial at best, and looked down upon. Pushing for use of a "they" is comparatively recent.
