Because there is fucking nothing in the four corners states. Northern Utah is rendered a radioactive muckland as is most of Phoenix, the Legion's power is in it's control over the Colorado River which was why Hoover Dam is such a massively critical resource. The map ignores the Legion's holdings in Mexico though, they also have lots of power there as the NCR is cut off due to the Baja Sea. Where California has the Sierras and some of the Cascades, the Legion has the Rockies and the Sierra Madre.

If the Legion is anything like Spain or Mexico then it'll keep expanding south, eventually hitting the same barriers Mexico and Spain did centuries before.

Enclave Chicago is more interesting as a concept because it more or less retcons Tactics. Granted Van Buren was going to retcon it anyway, but the midwestern BOS can't exist if the Enclave have an actual base of power in Chicago because if Chicago is still somehow alive then all the railroads that run into Chicago are too, at least to Illinois's borders (which would make sense, prewar checkpointing was already a thing see California's border in FNV).

Dixie Republic is almost certainly a made up fanfic though, since General Autumn is clearly a Southerner. It would also make sense that if the Enclave could hold onto Illinois they could also hold onto nearby Missouri, Arkansas (where Bill Clinton spawned), Indiana, Kentucky and Tennessee. Mississippi and Louisiana would cease existing due to climate change (flooding plus irradiated super-monsters and swampfolk) while Michigan and Ohio would be fought over with Ronto and the Pitt. Of course if one person could unite all three, they'd easily have more than enough power to completely rebuild the entire US.

I suspect that this was Mr. House's long-term plan all along. The rail line out of Vegas leads to Chicago, staying north of the Colorado. He'd be the one mediating the Enclave and NCR, giving them an edge against Canada and two slaver empires.
