There's normally a lacking of art AND gameplay as developers have no talent. But it can happen. In the era is f N64 Nintendo had games with good gameplay, but low poly graphics. We can debate they did good art with the graphics their hardware could support.

In this day and age as long as it's shilled and marketed well enough it'll sell regardless of its actual content
factorio is not a very visually appealing game, and and it used to look even worse in alpha. But it's still doing very well commercially and people have been praising it for the well thought through and extensive mechanics and exemplary amount of polish it has received over the years. In my opinion it is one of the best games ever made.
It looks fucking terrible and it's all placeholder stuff. Notch was convinced to leave it looking like trash because fans enjoyed the trash, so why bother making it look interesting.

I was 12 or so at the time and compared to other games i had played it looked so bad i couldn't bother with it. I made my mom bring me back to blockbuster and got dmc4 instead.

I always dreamed about a game coded by an adult but drawn by a kid. If the kid actually makes everything look like it is supposed to be despite looking shitty (impossible with your example), it could be something interesting to play, it would be like being inside the kid's mind.
