I didn't say I was smart about it, but I found the game kind of inconsistent about investigating gunfire. Sometimes it triggers an alert, sometimes they just go investigate the noise. Didn't know you can shoot them though, but disabling it wouldn't have helped electrocute him much.

I'm the first to criticize ETs for being a shitty practice but you're warned you have one life, you have to be careful around anything that could led to your death. Reason I never use explosives, can't be too sure.

If you have whatever outfit lets you touch electric outlets legally you can disconnect it from the electric current, expose the wire, and then reconnect safely, but it's much faster and simpler to simply shoot the outlet and expose the wire that way.
I found it to be pretty consistent in not causing anyone to investigate most times, sometimes atracting the target himself to the puddle so I don't need a coin to lure him.
