Modded Skyrim is propably as close as you can get. Im really surprised there arent any in-depth gladiator games, guess its not in line with what would sell well. I sure would buy it.

It's funny you mention Elder Scrolls because it started development as an arena/gladiator type game, but became an open-world RPG later. It's why the first one is called Arena because they didn't have time to redo the artwork.

There's a mod called Pit Fighter that's supposed to be pretty good.
Oblivio is another possibility. There's a whole quest line for the Imperial City Arena.
