Face it, Chico would have been way too OP, just like Battle Gear.
Chico deserved to be in the game. His story for Peace Walker and Ground Zeroes was about him growing up into a soldier after being pushed into that lifestyle at a too young age, and the tragedy of GZ was a setup to a revenge story.
If this was any other MGS, he would have been in the game. Because it was MGSV, he's cut content. No one even cares about him or what happened to him.

That was the stupidest shit ever. All that build up for nothing. You were already OP enough on your own. With every buddy except D-Horse you were pretty much unstoppable. both stealth and combat. If anything, they could've at least let us use it in free roam.
Alright so hear me out.
Say the story went a different way. If one of the Big Bosses was going to turn on the other, which one would make more sense to happen?
1. Naked ends up only using Venom for his plans, Venom sees through it and ends up training Solid Snake to take down Big Boss. Naked is the end boss of both MG1 and MG2, with Venom going into the shadows after MG1 and being the one who Snake sees at the end of MGS4. Venom turns out to be the hero behind most of Big Bosses actions outside of Snake Eater and Peace Walker.
2. Venom ends up resenting Naked after finding out the truth. He takes his army and forms Outer Heaven and Zanzibar, continuing the Phantom Pain theme of building and collecting Nukes. He's the demon behind both MG1 and MG2's plot, having snapped and gone down a dark path after finding out he was a puppet with his identity stolen from him(like Skullface). Naked trains Solid to defeat Venom, and goes into hiding until the end of MGS4.
2 makes more sense, right? The only thing that sucks is Venom seems like a more peaceful person then Naked, but MGS4 Big Boss seems more like Naked and Venom "becoming a demon" fits the supposed motif of Phantom Pain(though Venom is practically a saint in that game lol)
Neither Venom was just a huge mistake and shouldn't have happened story wise.

True I'm just trying to find a purpose and a way to salvage the twist. What happened in game was probably the worst way they coulda done it.
Coulda saved it with Naked returning after the truth mission, leading to conflict between the two of them. Just don't know personally which way they shoulda gone with it. Leaning toward Venom turning on Naked though.
Or how about this: your "demon points" decides what happens. If you're a good little Venom, Venom stays the hero and Naked turns into the war-monger. If you're evil Venom, you switch to playing as Naked and Venom is the nuke-hoarder.
God Phantom Pain was a mess.

While he knew that mercenaries around the world would eventually rally to his cause, Big Boss also knew that it would bring the attention of government agencies growing suspicious of his activities. Needing to keep attention away from Outer Heaven, Big Boss himself decided to return to the U.S. to rejoin FOXHOUND as its commander with Venom Snake taking control of the operation in his absence.
In 1995, Venom Snake initiated the Outer Heaven Uprising, forcing scientist Drago Pettrovich Madnar to build TX-55 Metal Gear by holding his daughter, Ellen, hostage. After receiving information on Operation Intrude N313 from Big Boss, Venom Snake's forces captured FOXHOUND agent Gray Fox, and later attempted to eliminate rookie agent Solid Snake, who had been sent to rescue Fox and destroy Metal Gear. It was intended that Solid Snake report misinformation back to the West, in order to protect Outer Heaven, but he proved too successful.
Following the destruction of Metal Gear, Outer Heaven's self-destruct sequence was activated. Venom Snake then blocked Solid Snake's escape from the doomed fortress, revealing the FOXHOUND commander's deception to the rookie, while maintaining his role as Big Boss.
The two then fought as the self-destruct continued to countdown. Despite his age, Venom Snake proved to be fast and dangerous, but was ultimately killed due to Solid Snake's resourcefulness.With his "phantom" dead and the Outer Heaven fortress destroyed, the real Big Boss used the opportunity to fake his death as he fled FOXHOUND and went into hiding, until the establishment of Zanzibar Land.
Yeah that's what happened in the games.
What I'm suggesting is ways to have improved the twist if the story ended up being different.

It's highly likely that they were going to retcon Chico into Gray Fox / Frank Jaeger at one point.
If they didn't feel the need to dedicate a game to explain how BB survives Outer Heaven then they could have just made Venom Grey Fox.

I feel like that could have been a viable alternative under different circumstances.
If they were going to follow up from Peace Walker, and actually go full circle all the way to MG 1, a retcon of Fox's character to explain his upbringing and motivations for joining and serving for BB, might negate any need to explain probably the most minor oversight in the whole series.
That would have been a most interesting twist, not because of the body double / phantom bullshit, but because of the child soldier angle.
Option 1 has the player witness Chico through his psychotic break, maybe even command or manipulate Chico's character in ways that the player character gets manipulated in the final game.
Option 2, as a brainwashed and psychologically broken Chico, would have allowed them to explore his mental and emotional state more thoroughly to really flesh out his motivations and apparent devotion to Big Boss's cause, if they would have made him the doppelganger running Outer Heaven. That would have required a more absurd and radical excuse to MG1's scenario though.

the idea of a soldier becoming a big boss lookalike can lead to some crazy bullshit imo; like the metal gear rex variants after mgs1, the real big boss could have gone from one battlefield to another, molding his best soldier in the area to be his clone so he can perpetuate his will while he goes to another area and do that again.
i seriously thought this was the path kojima or konami were going, which could have ended with a run of several even more unnecessary sequels
