I suppose it could work if there was a Cuphead movie, just not for a video game, so there's not really a point. And if there was a Cuphead movie, staying true to the spirit of the game, they would probably want to do it in the style of 30's animated films, such as Snow White and the Seven Dwarfs.

Animated characters are usually drawn with a model sheet in mind and once you push away from the model the character stops looking like the character and starts looking like not the character.

Most characters have facial features and hair that literally can't exist in 3D space because they're just 2D shapes, but if for some reason you try it will always look shitty. Like with Scanty here, you can't just make a 3D model of her hair, it's a flat 2 dimensional shape.

Genuine answer: We've hit the fifth age of mainstream animation working on models from the late 3rd through the 4th.
As the 4th age was fizzling through, and the internet as a media platform was starting to properly take off with things like Newgrounds and Youtube, the big three networks looked at means to supplement content by doing a bigger focus on Live Action shows.
As the casts of these Live Action shows were moving on, the need for animation overtook again. Except now, most of the teams from the 3rd and 4th ages had moved on. And in their place were largely unskilled new blood who grew up on the late 3rd and early 4th age.
"CalArts" as the meme it is does hold an amount of weight. And as big companies hit a group realization on the power of nostalgia and reboots, we got a wave of things like the PPG reboot and Ducktales reboots. Means to cut corners to maximize all they can, because they are being edged out by content available online. Cable boxes are dwindling. That's why they just aren't putting out as much content as they used to.

There is a docummentary about PPG's creation. The show was fucking panned by critics at the time for its strange combination of comic book ish action with girly girls. The show's success was such a surprise that even the creator had his doubts during development. Craig worked his ass off to get that show going from the very beginning and it paid off at the end.

Compare this to something like Steven Universe. Rebecca can draw pretty well (see: the pilot) but she settles with a bastardized version of her potential where the people who work with her are free to be incompetent because god forbid their working enviroment not being some hipster/hippie paradise where hard work hurts muh fee fees.

CN is shit because its creative backbone lacks any willpower to push animation forward. They care more about politics and shitposting Twitter than trying new ideas and working past limited animation.
