Bullet's issues is without level 2 heat she moves slow as shit, many of her moves are unsafe, she straight up lacks options that some other characters have, and has to work much harder for the damage some characters can get very easily
Meanwhile, Valkenhayn and Litchi were literally toppest tier extremely safe no issues for literally every single fucking game, Azrael as well. Bullet only ever got nerfs or reworks that did nothing to buff the character.
BB is notoriously bad at balance. If a character is too strong they'll nerf them so hard into the ground they'll become useless (Makoto, Nine) while the consistently good characters (Valk, Litchi, Azrael, etc.) only get MORE options (Azrael DP) or minimal changes

Take the time to actually learn the ins and outs of a single game before switching off to the next. Maybe spend a little longer committing the fundamentals of a character to memory before going further. And just gradually rotate at your leisure from there. It'll be like learning several languages at once, but so long as you actually get out of the "I have no idea what the fuck I'm doing, or how this game/character flows" stage, you should be fine.

If you have to relearn every game from square one every time you switch around, then you probably didn't spend enough time with it in the first place. Making personal notes might also help a lot too.

Rev 2 is fairly well balanced though. Obviously some characters are still better than others, but it's balanced well enough that it consistently gets varied Top 8s at major tournaments.
