I used to stare out into this for hours imagining what kind of futuristic environment it had to offer
probably LA Noire. the game itself had no reason to be open world but the world they made is incredibly detailed and has a bunch of fully detailed places you never have to visit.

Basically, the city has a life of its own. NPCs don't suddenly come to life or become only active while interacting the player.
I don't know any sci fi games other than Mass Effect and cities in there are hardly can be called good.
as stereotype as it is to say Novigrad from the witcher 3, that really was the most immersive city I've ever seen in a game
LA Noire is awesome, I love just driving around solving street crimes while working in the main case.

Me too. That's maybe my favourite skybox ever. Sanctuary Fortress wasn't a city but it did made the player's mind wander a bit. I hope the next 3D Metroid instills that sense of alien awe.

City 17 man. The transition from the city to the outskirts then back into the city and all the way up to the top of the Citadel and getting a glimpse of the entire sweep of it was quite breathtaking at the time, it still is IMO.

Detroit in Dude Sex: HR and Prague in MD. I liked the China segments in Deus Ex 1 as well. I've got a soft spot for dense maps that are more about the detail than the size.
I really like the Mirror's Edge city because while it's very impactful in its looks it's a totally realistic and feasible city with standard Asian architecture, no crazy buildings made of LCD panels or drones flying everywhere or stupid "futuristic" cars.
This is one of those games that I curse the linearity of, I want to explore this city to its last nook and cranny.

Why do people think this? There’s literally nothing to do in Novigrad it’s desolate and samey as hell, feels nothing like a city of its scope should. The feel of ass creed unity’s Paris completely ruined Novigrad for me

Even though you never get to walk around at the bottom, Anor Londo actually has streets and plazas and shit.
Hell, even when you're in Firelink, you can see another undead burg in the distance, and it has streets and alleys and sidewalks and even a well, I think. Despite the fact that it's just background decoration miles away from you ingame.

Brigador, mainly because of the lore. There's just an absolutely insane amount of lore and world building (especially for a game where you're basically just going around committing mass murder with mechs and tanks) which helps give each district a sense of life.

The modern day sections in assasins creed 3. I really like climbing up the big ass crane and seeing the city below, completely unaware of the whole assassin vs templar war that's been going on for centuries. Music is great too.

I listed Daggerfall just for the massive size and scale of the thing. Every other open world is scaled down to an extent, but Daggerfall is 1:1. Plus the atmosphere is comfy as fuck.

It really is. Also from a lore stand point Rat King is my favorite mech from a lore standpoint simply because it perfectly demonstrates the stupidity and ingenuity of the corvids

Sigil in Planescape always felt pretty expansive to me just for the sheer amount of NPCs you could talk to, the amount of dialogue they all had, and the various places around the city they were placed in.
booted up SR3 for the first time in ages and now in singleplayer so I can look at the details in piece.
it's not super by any means but it is nice to see they tried to put the trash vibe in every corner.
