The plot will be that you are the HoonDing, and you must make way for your people over the infidel Thalmor. You learn you are able to summon a shehai and its basically this games Thu'um, with Ansei standing in as Greybeards and some other shit. Basically Skyrim 2.

As for the story I'm not sure about what Hammerfell has of significance so hopefully something out of left-field.
