Agree with this. In RE1 he has his entire character. Anything afterwards was Capcom's long trend of bringing back supporting cast without a reason (even back from the dead). The fact that the "mastermind" of the series who has been retconned into a living god was also pistol-whipped unconscious when he turned his back on Barry is too much.

Only experienced him in 5, and I found that depiction to be really cool. Perfect silly action movie villain. I wasn't a big fan of how he turned into a huge monster in the end though, he was much cooler in the 2 vs 2 fight and the one where he was throwing missiles.
