Just go back to Goodsprings when you're about to hit 50 and keep accessing Trudy's terminal until you get to neutral. Should take around 50 times.

Use JSawyer Ultimate and go full Plasma Dude with the Caster. Have a melee backup too so Meltdown wont kill your ass close up. Not to mention JSawyer modified Plasma Spaz so it also gives you bonus fire rate instead of being VATS only.

Somebody on YouTube did "no kills" and "kill everyone" runs and he had good karma in kill everyone run much quicker and longer simply because you get that for killing powder gangers and other shit while he was neutral in no kill run. I think that is less likely to happen if you play with JSawyer mod though.
