Basically in their traumatized state during the aftermath of losing their loved ones and being sentenced to death by demi-gods, Lightning ends up seeing Hope as a surrogate younger sibling and she accidentally projects on to him what she feels she needs to do, which is toughen up more and get vengeance. Meanwhile, Hope is seeing Lightning as both a surrogate mother and a role model to follow in his aimless state.
From Odin's test to the Palumpolum incident, they slowly come to realize that they've been running away from their problems and were unhealthily coping with their losses. And at the apex of their character arcs together, which is the scene you just posted, they both admit they made some mistakes and they shed the surrogate feelings.
What's left is that they both like each other very much and both vow to protect the other as they continue their journey. And these feelings persist in both XIII-2 and LR.
