Potion seller has a reputation to consider. He can't be giving every knigger going into battle a dragon slaying potion that will cause them to OD, because they're still basic bitch level 1 kniggers.
Those are poisons. He's a poison seller.
You're assuming the knight was going to drink the potions. He says nothing of the sort. He hears potion seller tell him the potions would kill a dragon, let alone a man, and insists he still needs them. Perhaps he was going to use the potions on his enemies?

What games let me be a potion seller?
I used to be able to be one in ArcheAge. It was pretty good because there was a limit to how many crafting skills you could max out and not a lot of people went into alchemy. Also the market was actually pretty good and mostly stable. You could grow your own ingredients and brew all day in your little potion shop. Maximum comfy. Haven't found another game that let me replicate this yet.
But this is not a perfect world.
I don't understand it. In many games there are high level potions that player can't use and there are also potions that grant you bonuses at the cost of your HP. It shoudn't be weird for the potion seller to refuse the deal if it would ruin his reputation by killing a customer.
I don't know why more mmos don't allow this kind of thing. Ones that allow jobs like this just allow you to be a jack of all trades which is lame.
In Kingdom Come there is a perk that let's you sell potions you made for a higher price than normal potions. The potion creation process is weapons grade autism, too.
Ragnarok Online used to kinda have this. You had Blacksmiths, White smiths, Alchemists, and so on all as their own jobs and it was a lot of fun makin shit for your friends and adventuring just to gather materials. Now those kinds of jobs are just side jobs that end up vastly inferior to stuff you get from 'raids' and so on.

Medieval potions and even most modern drugs have side effects. His potions' side effects are way too drastic: even a healing potion can do something like "heal 100000 HP, but sap 100 points of Strength permanently". Something a titan could use, but it would kill a knight outright.

The recipes are based on real recipes the devs found were in books from 13th century Bohemia. The in game effects are RPG things like stat buffs/healing, as well as things like making you smell nice to dogs so they won't bark at you, which is useful for sneaking into people's homes at night.

Tree of Savior has few classes that can craft and sell certain items and services, though the actual selling part is non-interactive on your part. All you do is spawn a little booth and set up your price, and then you're stuck there until you cancel it, including through logging out, so it's meant as something you leave on after you're done playing, or while playing another character.
Last I played a couple years ago however, it wasn't really worth specialising yourself in any of those, because it doesn't give any exp. You only get that through combat, and using your limited number of class choices and skill points on utility in late game completely neuters your damage output in the long run, so you're stuck either taking many times longer to grind or being that guy joining parties and letting others do the work.
potions are a luxury good and not a common good, so laws that would apply to say a bakery that put sawdust to pad out their bread, or delivered less than promised, everyone involved their would killed on the spot.
