They literally told him he had two years to finish MGSV before he was getting the can and Silent Hills was dead and because of his NDA he couldn't say anything, so he took PT which was supposed to be prep for Silent Hills and completely reworked it. Del Toro even commented that the version of PT that was available to the public was dramatically different than the version he originally saw/contributed to.
