Add elements of unpredictability when dealing with enemies or the environment.
Item scarcity, force the player to make difficult decisions.

Literally the only redeeming thing about Fallout 76 was its use of IRL cryptids as enemies in the game. Wish we could get an actual horror game like that where you're searching/hiding from something like the Wendigo.
