It was a mistake putting him at the beginning. Raping a girl just feels like a much more impactful thing than "He steals art from his art students."
A gradual increase in crimes would have made it so much better to the point where it would only make sense for the last one to be a city wide issue.

There are two kinds of good villains.
Sympathetic ones who are doing what they think is just and right. Who have sound motivations and arguments. Who is as human as the heroes. Especially goods ones will even have their own philosophy behind their actions.
And complete fucking assholes who have no redeeming features but are incredibly entertaining in their dickery. They have no interest outside of themselves. They are monsters but they are stylish, fun-to-watch monsters.
Kamoshida falls in the latter category and sadly every other Persona 5 villain is too lackluster or boring to be in either.
As mentioned in this thread Madarame's art thievery and fraud is not as big a deal after dealing with a student-rapist and abuser. Kaneshiro is incredibly disappointing because a Yakuza Boss should be a cool-ass opponent to face but instead he has a ridiculous obsession with money and his boss-fight dialogue is the worst writing in the game (Piggytron foolishfoolsfoolingfools). Okumara didnt have nearly as much a personal connection as he should've. There's nothing separating Shido from any other generic villain politician, at least Bob Page from Deus Ex had wonderfully memorable lines. Akechi was alright, not good just alright, overall his plan comes off as petty and stupid and its weird how the PT forgives him after he directly and indirectly murdered a few dozen people.
The most disappointing part of the game's writing is that it often hints at a villain calling the Phantom Thieves out but it always immediately glosses over it. The PT fights for the abstract notions of "Justice" and "Freedom". But they never stop and consider "What is Justice? What does it mean to be free?".
Pic related is the closest it comes to writing beyond the 9th grade. Something that actually makes you think for a second.
Though the fault really lies with me expecting too much from an anime game about building relationships and brainwashing assholes.

All of P5's villains are strawman moustache-twirling villains for a reason. When you're in the Prison of Regression in the final dungeon, that game makes it a point that while these assholes are assholes, they show one extreme that humans are supposed to be full of ambition and desire, while the puppets shown in the cognitive prison are what happens in Yaldabaoth's world where every human has no desire whatsoever in exchange of security.
Also they do question what justice is, which was during their whole ordeal with Haru's dad in palace 5, since they fell into the trap of trying to pander to what people want them to do instead of acting what they thought was justice (which was already questioned by Akechi during their field trip at the TV Studio)

The problem is that all of those things don't feel personal in the slightest. And yes, Rape, due to it's rarity as a plot device, feels much more significant than all of those things.

His Palace is impactful not only because of the nature of his crime, but because it impacts the characters you've gotten to know up to that point pretty directly, involves you to the point that you see the motherfucker every day at school, and allows you to directly see the results of his actions in the form of Shiho trying to commit suicide just to escape it.
Madarame and the rest are a step down because half the time it's telling you how bad these guys are or you seeing how bad they are in their Palaces instead of their actions in the real world, or you just aren't that invested beyond tangible relation. Kaneshiro is literally "dude Yakuza shit" and you don't even see Okumura acting like an asshole to employees, you only hear about it and see what he thinks of them. Hell, Haru's fiance feels more like the direct villain of that arc since he at least fucking does shit.

Kawakami's romance is the best in the game. Not only are her confidant abilities are the most useful and she gives Joker an actual personal gift in Hawaii instead of something cheaply bought from a gift shop. Mutual support is the foundation of a great relationship. Two people helping eachother through their problems in their own ways. That shows most in kawakami's romanced confidant and its why I think its the best.

The big problem is that so very few of them feel like actual threats until the party makes them ones themselves. You can't escape Kaneshiro and you see his actions actually affect the people around you. Madarame stealing paintings is really mild and the game had to shoehorn some stuff in about him letting Yusk's mom die and even then it barely acknowledges that. Kaneshiro is a threat but only because everyone knows what the Mafia is and that it's bad but he didn't do shit to you till you brought shit to him and even then he's pretty hands off. GoodBurger was just a shitty boss. I suppose Shido was bad news but outside electoral fraud what was he really gonna do? Raise taxes?
Then the game does the same thing 4 did and pull out a last minute god to deal with that was there the whole time we swear. Everything just feels really anemic threat wise.
The old games follow a more straight forward JRPG so maybe it's not fair to compare how they do their villains but the old villains didn't fucking play. Everything just feels too safe. The villains can't touch you because you take the fight to the second world.

It's all there and there's no reason NOT to have done the twins confidant as it's damn useful but none of that really points to DEMIURGE! And I was willing to just write the new voice and mannerisms off on it being because the old actor died and the games continuity with the others being kind of loose. If you didn't know the series you wouldn't know Igor is off and the end god could have been any random deity for how much it mattered theme wise.

Good villains or antagonists in other games are usually active, they shake things up and go out for the player.
Perhaps its disasteful to make a comparison but it feels natural. I just finished Persona 5 a few days ago and I find myself replaying Pyre. A RPG about a group of friends wronged by society seeking freedom and societal change with lots of text and dialogue. Similar themes.
The two moments in Pyre that were most memorable to me is when the man who asked your party to come together asks the question what is freedom and after you reply gives a lengthy speech revealing his intention to reform society. I touched on how Persona5 lacks that already.
The other most memorable moment is when you enter the wagon, the home of the protagonist, the same screen you've seen countless times and where one of your party members should be is the main antagonist. It is entirely unexpected and extraordinarily intense. I've seen it described fittingly as "The one point where you feel the protagonist in danger" Not only does it allow you to better understand the villain it makes things personal. Of course the context and antagonist of Pyre is exceedingly different from any of P5.
But the point is Kamoshida has that moment. Kamoshida gets in your face and makes things feel like they have weight. After that, the fact no other palace owner does (Except I guess Shido but even then its kind of brushed off) is disappointing.

I think the staff said the heroes and villains mirror each other, so the villains can have points and the heroes do questionable things. The contrast between the heroes and villains is made so great that players won't question who's good or bad in a situation, but matters of hypocrisy and such are there for anyone to catch or be self-aware of.
Personally I like when the shadow murderhobo finally calls out the PT on acting so self-righteous when they are brainwashing people and they just get mad at him.

When you think about it some, Adachi taking his resentment of the system out on two random women provides a dark contrast to the Phantom Thieves punishing the people at the root of their problems. Magatsu is even represented by a black and red color scheme.
