well yeah, people bought it because it was a new IP from nintendo but im pretty sure 90% of them dropped the game within a few weeks.
This and a LOT of people thought the motion controls were mandatory. And just like kid Icarus or motion aiming in a Wii or splatoon title, no one fucks with sensitivity or controls anymore, all these options to fine tune it to your comfort but run on default settings and call it a bad game.

i dont blame them because the game did come out around the launch window of the switch and the selling gimmick for the system was waggle 2.0

Nintendo decided it was a good move to release it one fucking month before Splatoon instead of giving it the extra development time it desperately needed while also giving it some space between bigger releases so it got the attention it deserved. It would’ve been a win win and if Nintendo wasn’t so fucking hell bent on rushing out every switch game to fluff up the library up until they finally realized that doesn’t work and delayed Animal Crossing so it wasn’t another rushed entry in a well known series like almost Switch exclusives have been, it could’ve been a fantastic game. The quality is there, the content isn’t and the updates stopped too soon because it didn’t sell enough for Nintendo to keep releasing them.
Even Mario Maker feels rushed with the shitty online and very lacking 3D World style and it still hasn’t gotten the online with friends update they promised, in fact we still haven’t heard a fucking peep about any updates for the game nearly two months later.

Nintendo tried to "splatoonify" the 3d fighter but ultimately failed because it was too simplified. While Splatoon gives you lots of ways to play thanks to its core mechanics and general shooter strategy, 3d fighters live and die by how complex their characters can be, through both movesets and movement options. Honestly nintendo should have just made a new custom robo and given it a 3rd person perspective. No reason to play Arms this when Gundam VS, Virtua On and the ever growing list of arcade 3d fighters exists and does it better

Polish a turd all you want but you can never sell it
Splatoon has more inherent appeal. The popularity disparity between Splatoon and ARMS is roughly equivalent to the disparity between shooters and fighters as a whole. The same problems apply. A lot of people just don't find playing a fighting game just to have matches with other people to be enough incentive to purchase or keep playing, they want single player content or progression-based unlock systems. In a (team-based) shooter you can blame losses on your team and keep playing secure in the though that YOU aren't bad, or at least it wasn't JUST you. In fighting games you have to accept that losses are your own fault or blame the game itself, both things that will drive you away from it. ARMS also suffers from ostensibly belonging to a genre with a relatively insular community, the FGC was never going to touch it.
But also, Splatoon's setting is more interesting, better explored within the game, and it has pedo appeal.
No story mode whatsoever. This game has cool characters but they never interact outside of punches and Biff does all the talking. The ARMS comic, which could've alleviated these issues by not being a video game, had a decent amount of hype around it but that thing is nowhere to be found even when it's not officially cancelled. Compare this to Splatoon where you get to interact with a lot of the NPCs, like the shopkeepers, Cuttlefish, and the idols.
Other than it feeling a little incomplete, and launching so close to Splatoon 2, not much. It sold well, but not Splatoon well which blew ARMS out of the water.
Honestly it was fun, winning online matches using them felt amazing.
But they used that all in their marketing and I’m sure people saw that and glazed over thinking Wii boxing 2.0
