If it comes to PC, then yes, it would be the best looking game due to better LOD, higher resolution textures, better draw distance, better FPS, better framepacing, not needing to PAY for access to online, etc etc.
Alongside KC:D / Far Cry 5 on Ultra, theHunter looks really good too.
Looks the sun is too bright and pointing straight down. In Kingdom Come it actually looks like the mountains cast shadows on the hills.
Far Cry 5 doesn't look as good as Crysis 1.
When Death Stranding comes to PC after 6/12 months, it will be the most graphically and visually impressive game by far, at least 5 years ahead of its time.
That's called shitty LODs, and it's not in every area in the game, just that one shown so far. When the camera finishes its turn, it starts looking amazing again.

UC4 does a decent job, but even still, the low res textures are pretty obvious on many parts of the world that you normally wouldn't focus on, it's good optimization but if you're asking for the best.. Then low res textures shouldn't be on the list.

Rdr2 is the most impressive without PC cucks adding a ton of mods. To be able to get those graphics from a $300 machine is nuts. Sure you can have all these added shaders and shit for an extra grand at the minimum on a PC, but nothing can rival rdr2 right now without some absurdly priced pc with texture packs.

It's easily the closest that video games have come to genuinely looking at real life, where something like pic related looks like an actual forest at first glance.
It was beautiful, but it ran horribly.
In other words, it was this generation's Crysis.
Which is fitting considering it runs on Cryengine.

I don't really give a shit about graphics. Generally when I see a game with very impressive graphics it just tells me that the gameplay is most likely very generic.
Obviously good graphics don't mean shit gameplay right off the bat but I can't think of a single great game that also had great graphics.

Not just that, it also runs at a shit framerate. Smooth animations are part of visual quality, 30 fps is barely playable.

I used to feel that way until i got a good PC, now 30 fps feels uncomfortable to look at.
All the animations are so choppy and missing so many details.
