You don't. Low range high damage is a crucial niche that needs to be filled. Guns have to have their differences exaggerated because if it was realistic then everyone would choose the strongest gun.
Problem is that usually shotguns are exaggerated but everything else isn't. Which means most of the time weapons like automatic rifles and snipers are just better. Not much of an issue in games going for the realism crowd but outside of that shotguns get outclassed most of the time. Snipers deal big damage at any range and automatic weapons are just as good in shotgun ranges and farther.

Shotties should be about close to medium range burst damage. You dip out of cover for a second, blast em, then get back into cover. It's not about laying down sustained damage.
give choices between shotties that have high spread/more dmg, less dpread/less dmg
maps with wide open areas as well as close range paths indoor areas
keep shotguns relatively accurate at long range but not as devastating as rifles
make it so if you die in close range to a shotgun it's your own fault for getting into a close range gun battle unprepared

remove damage falloff, each bullet giving small damage, so you give a lot of damage close since most bullets will hit and give less far away, but still, a bullet is a bullet.
The point is, you can still get a hard damaging headshot from far away with a shotgun.
Bad Company 2
The shotgun in Ion Fury is strong and can 1 shot enemies from pretty long ranges.
I've never liked the shotguns in SS. The double barreled has too much down time and feels marginally stronger than the normal shotgun. Doom 2 honestly got it right, with the double barreled having big down time but doing disgusting damage.

Carbines and SMG tend to be better. Shotguns are generally being relegated special purpose weapons even in law enforcement. Breaching doors and stuff like using less lethal ammunition in crowd control situations.

Pistols almost universally have lower magazines than automatics. Standard for automatics is 30 rounds, pistols rarely hit 20 rounds. Pistols are almost always spammy and weak or high damage high recoil and low capacity.

The only thing that out damages rifles would be snipers and shotguns, and that's only per shot.
The real problem with shotguns is that they're ultimately low skill weapons in 90% of shooter games. So many games give them this fucking huge cone of destruction in front of them and makes the pellet spread super big and random within that cone of fire.
Siege makes me lose my mind with it's shotguns. Going from full health to dead with one blast to my knees from 20 feet away while I can hit someone 2 times and half the range and not kill them feels like a total dice roll.
Super Shotgun in DOOM is the king. It's not the only worthwhile weapon in deathmatch but it's the one that will get majority of kills (unless the map you're on makes it difficult to get one).

Shotguns work well in TF2 because the game doesn't really have strong automatics. I really like how TF2 handles them, but in any psuedo realistic fps they'd be far too weak.

As said, the only time a shotgun might be practical is when cops are dealing with nogs or other poorly trained/equipped criminals. If I'm going off against someone with an automatic then the best chance you have is to have something that can shit out rounds just as fast.
Same way you fix every other gun in FPS games.
Get rid of assault rifles. When guns don't have to compete with the 'do everything' weapon it means that they don't have to be pigeonholed into an extreme niche. Look at how versatile shotguns are in TF2, or how in Fistful of Frags they're actually designed around reliable midrange damage.

This is what I really wanted from BF1. Shotguns were quite common in trench warfare, and I thought that if they didn't have assault rifles then shotgun could be given fairly realistic ranges and still shine. Nope. They're all feather dusters, even at close range.
I think TF2 did it best with the Scout primaries because they work well with Scouts abilities

Modern carbines are more accurate and more maneuverable in confined spaces. The thing shotguns used to have over rifles and carbines was relative safety of those innocent bystanders with good stopping power and relatively low over penetration, kills fast and unlikely kill a kid behind a wall. Couple decades ago the go to alternative for shotguns for police were SMG's. Now with bodyarmors becoming cheaper and more common, 9mm might not be enough. There are plenty of different types of 5.56mm ammunition that have different penetration characteristics, good enough for flexible bodyarmor, but not too dangerous to people in general direction of suspect.
