Mephilis was decent in Shadow's story, but ruined by the overall narrative. He worked well as an antagonist trying to bait Shadow into destroying himself.
But when you have him already in a timeline where Iblis is released and his grand plan is releasing Iblis, his motivations get dumb. It gets even worse when he can just magic all of the Chaos Emeralds to himself at will. How did the good guys even win if he was this powerful?
