PW best on vita, with camera patch and fps patch

Xbox X runs them at a perfect 60fps plus it remaps the pressure sensitive actions.

PS3/360 PW is way better than PSP, even with patches

PC via emulation.
Short of that, Vita for the HD Collection because the Vita ports are the most complete with the fewest bugs and omissions. The downside is that framerate and res are around the PS2 counterparts but without the exclusive content.

Certain effects in MGS2/3HD don't draw correctly. Like the rain at the beginning of MGS2, the effect where it bounces off Snake just isn't there

MGS3 crashed on me once during a fight with The Pain but I wouldn't be surprised if it was the console's fault

MGS3 HD has some serious framerate drops in free camera during gunfights

It's a well known fact that HD remaster version of 2 is borked.
But what about PC port? Yes, it's hard to run on modern systems, BUT if you run it on windows xp it works perfectly out of the box.
Does pc version has missing effects?

I also like to play them on my vita, though they run at 30 but the portability makes up for it.

That means that your system is incompatible.
I played MGS2 on pc and specifically for MGS2 i installed XP.
It worked just fine.

I played it back in 2009 on xp, I didn't bother much since the controls were shitty too

V runs and looks like ass, the HD ports run better on xbone.
Only MGS I keep playing on my PS3 are 1 and 4.

As of now, the PS3 version via rpcs3. Emulates perfectly.

360 was the last good console, PC has no competition since late 90's.

PS3, since it has the LEGACY COLLECTION, which includes the first Metal Gear Solid and Metal Gear Solid 4, that aren't present in the other versions.

I only have an one s, and don't plan to updrage since I already own a pro and PC.

PS2 version - all the content, 480i, 4:3, 30 fps with slowdowns, cropped cutscenes to 16:9 proportions in 4:3
360 and PS3 - 720p with 2xMSAA, better framerate, improved textures (that's the fact), no boss rush and Snake vs Monkey, has full screen cutscenes, some effects might be missing and some secret easter egg mini game
PS3 - has pressure sensitive controls
360 - slightly remapped controls due to lack of pressure sensitive face buttons, the best and the most stable framerate
Vita - pretty much 360 version, but in 480p and 30 fps
3DS - completely remapped controls that copy Peace Walker control scheme along with crouch walk and TPP aiming, different lighting and face models, objectively the worst framerate running at sub-20 fps.
PCSX2 - a piece of shit emulator, missing effects, but can hack it to run at 60 fps, can use pressure sensitive controls if you have DS2 or DS3, otherwise the controls won't be very good, however UI will be stretched with widescreen hack
RPCS3 - sounds like a very good candidate, but needs a beefy PC
Citra - needs Nvidia card

My recommendation would be either 360 or PS3, depending on what you have and whether you prefer more stable framerate or original controls and emulate the second disc of Subsistence for additional content. Vita's fine too as well, if you want handheld experience.

I look at framerate test videos, backward compatibility give "solid" framerate(even on OneS) but I loose pressure sensitive controls.

Modern me would choice 360 on OneS, but the nostalgia pick PS3.

How're the PC ports of 1 and 2?

1. Try it yourself, game is on abandonware.
Myself I don't like the controls on PC, PSX experience look more fluid.
2. Stay away from this atrocity.

Of course assuming you would play Substance and not original Sons of Liberty.
PS2 - original, 480i, 4:3, pressure sensitive controls, 60 fps gameplay, 30 fps cutscenes, only version to have skateboard demo game
Xbox - 480p, but has missing effects and slower framerate than PS2 version, controls remapped so it works without pressure sensitive buttons
PC - similar to Xbox version, can be modded into a very good way to play the game, however no pressure sensitive buttons
PS3 and 360 - 720p and 2xMSAA, some improved textures, certain effects missing, however not a deal breaker, 60 fps, PS3 has pressure sensitive controls
Vita - like 360 version, but 480p and framerate less stable than PS2 version
PCSX2 - hack of a job, but will do
RPCS3 - needs a beefy PC

Again, I would recommend either PS3 or 360 version, modded PC might be interesting alternative to 360 version as well.
You can emulate it for that skateboarding demo game, but that's it.

PSP - the worst controls due to lack of second analog and 20 fps
360 and PS3 - both are pretty much the same, 720p with 2xMSAA, made to look and play properly on big screen, proper controls with second analog aiming, properly working multiplayer, 60 fps
PPSSPP - can be hacked to run at 30 or 60 fps, resolution can be increased above HD Collection, however it still suffers from being a direct PSP game, aiming not being analog even if you map the buttons to analog and all the User Interface was made for 272p small screen.
RPCS3 - might be good, with beefy PC

PS3 or 360 is a no brainer here.

What you said for PPSSPP applies to Vita apart from the resolution btw
