It's pretty much heavily implied, since the King of Worms becomes a god in Daggerfall if you side with him, and because of the dumb "everyone wins" bullshit he definitely achieved his goal. The Necromancers in Oblivion even speculate that the way they make black soulgems is a direct result of his ascension.

Oblivion Mannimarco is not an imposter. He is the mortal half of Mannimarco after he succeeded in the dragon break of Daggerfall and he became a god in the form of the Necromancer’s Moon.

TES final bosses have always been shitty. Dagoth Ur just gets a pass because actually fighting him isn't the point

Dreamy Bowser on Hard Mode is pretty fucking brutal.
The entire quest is bland as fuck, it’s like every single other assignment where you go to a generic cave and kill some necros. The cave is just like all others of its kind, and Mannimarco has nothing unique but his dialogue.
For fuck’s sake, Bethesda should at least try to put some effort in faction end quests, it’s so anticlimactic.

The mortal Mannimarco is the half that never became a god. The Dragon Break in Daggerfall made all the endings true but also not true, explaining the two different Mannimarco’s
