Because there is no one direction the character goes in, only what we think he should be. For example The best depictions of the clown are Hamil and Jack. I've got not time for edgy "society" Joker.
S1 was definitely a LOT of filler, even for how short it is. The first episode, and then maybe the last three are the only ones that really do anything of significance. I don't even remember S2, aside from him having his head up a cadaver's ass at some point, and I haven't even watched S3.
