Convince me to get a gaming PC

It's either PC or ps5

I have some questions,
How does the graphics card work on a pc, is it fully customized so I like download a game and set the graphics to what I like. For example set higher textures and better lighting and shit, or does the graphics card simply increase resolution and frame rates?

Also, I've heard sony might share their exclusives for ps5, redpill me on that too

The simple math is price to performance. If you have alot money to burn PC is always better choice if you're a poorfag then console is better option for your wallet. Graphics are largely dependent on in game settings. The games that tend to have the least amount of customization are bad console ports. Another thing to note is alot of companies are obsessed with the idea of console parity they don't like the idea of people having a different experience on different platform. Better hardware means you can use better settings.

Yes the vast majority of PC games have graphics settings menus. The amount of settings varies depending on the game though. Jap games tend to have less customization because they have only recently in the last few years been investing heavily in PC but it's improving as they become more experienced with the platform. Western AAA games typically have a lot of customization because they have a longer history and more experience with what PC gamers want. It really just depends on the game. Often times mods are also available to customize settings the devs didn't intend players to have access to. In general there is just a lot more freedom on PC compared to consoles because it's not a locked down platform and in the event of a shit port or devs fucking up people often finds way to fix it themselves or get around it.
