I don't think they ever said that. Mr. Satan took it upon himself to make sure he never reverts back by keeping him happy, so Goku and Vegeta let him live. But it could happen again.

Sure, but any Majin (or piece) that comes from Buu originally could theoratically become Kid Buu again. Fat Buu could spawn another evil counterpart, no reason he couldn't. Remember that Fat Buu is still Kid Buu, just with old Kai's absorbed.

Fat Buu as we know him now is different from the one Babidi awoke. He split between Good & Evil versions of himself, with the Evil eating the Good; the most important thing to note is that Good Buu was stored in Super Buu's brain as a separate entity in the same way Piccolo, Goten/Trunks, and Gohan were. Mr. Satan looks after him mostly because he has the mind of a greedy child while easily still being a planet buster.

Hopefully SuperSpoe gets on this. She looks right up his alley.

Mister Buu is still just Kid Buu + Grand Supreme Kai, something that's actually revisited in Super. No matter what, Kid Buu is the pure Buu that all Buu comes from. The only potential difference is that the Kid Buu at the heart of Mister Buu probably doesn't have any of the timeless amounts of negative energy that Majin Buu absorbed, so he would end up as instinctual and mischievous but not as chaotic as the Kid Buu seen on the Supreme Kai's World.

This. 19 & Gero were intended to be the big bads of the whole arc, then 17 & 18, then 16, then Cell, and then Cell needed to get two more forms, and finally the editor was happy, and by that point 70% of the saga was over.

I only ever saved one "that feel" images several years ago before "wojak" was the common term, and I've never saved a Pepe in my life. Sadly I lost every image I saved from before early 2015, but I mostly saved images under awful unfunny filenames back then anyway, since these days I care more about the unix timecode filenames.

yeah it's actually fairly popular (and by popular I mean not as big yugioh, magic or pokemon but sells well enough) and easy to pick up in you are in anyway familiar with Magic The Gathering or Hearthstone. My thought process is that 17 & 18 don't have as much raw power as Frieza (I don't know if they're planet busters even) but they're confirmed to have infinite self-sustaining energy stores that Gero developed. It could just be that they're not fatigued no matter what which gives off the impression of much higher strength.

Cell on the other hand got as strong as he is from absorption, but being basically mostly organic he could get tired.

Doesn't it in DBZ though? In the Cell saga, Krillin throws a rock at SSJ Goku and is surprised to see the rock hurt him, because his defence was down. In ressurection F, Goku gets shot by a laser beam and almost killed while in SS Blue because he dropped is guard. So it makes sense that fatigue = less defence/resistance to attacks. 17/18 being always at their max, they could have near unbreakable defence (though with a limit, Piccolo managed to get 17 roughed up).
