Ness is naked in the Japanese version of the game in Magicant. Doesn't show a dick though. The only game I know to show full shota dick is a fighting game that I forget the name of.

Witcher 1 rather infamously had you collecting nude trading cards of all the women you fuck. Grand Theft Auto 3 had the infamous Hot Coffee, which might or might not count depending on if you consider cut-but-still-accessible content. I think Far Cry 5 has a scene where a voodoo woman gets nude and then on top of you as part of her killing you for a sacrifice.

Any RPG which has you normally walking around with a nude party member (outside the "it's just fur so it's fine") is going to be considered sexual. Even if that's all there is.
