VII-R has updated graphics. New combat mechanics that make the game even easier than normal VII. Removed DLC characters and optional endings leaving only the true ending. And last, the VR scenes.
Btw you are probably going to need a guide or two playthroughs to get the true ending on VII, so keep that in mind if you don't want to play the NG+

VII feels like a proper game that actually works, definitely better to play that first, or only.
VIIR adds a fuckload of unnecessary shit, some neat shit, reworks the entire combat system, adds skyrim's radiant quest mountains for endgame so you can grind pretty much forever if you feel like it. Oh, and the SP skills now actually function, like they were supposed to in VII, but it never got the patch from JP that was supposed to fix them. A couple old dungeons now look really cool.
Oh and ehh, VR. I ignored it entirely myself.
Anyway, play VII and then if you want endgame, just rush through VIIR skipping cutscenes.
