Technically with haggling what you're supposed to do is, as the seller, give the "buy" price, which is an inflated form of the market price. So if you're selling a Purple Rune, and the market price is 100k coins each, you give a price of 150k-200k. Then the buyer offers a lower price, and you decide based on how low he goes if you want to continue the trade.
People who say "offer" when they're selling the item probably assume the buyer knows the market price and expects them to offer over it.
