you can play an istant (and that card on the right is an instant) at any point, meaing you can use it on a any creature, including but not limited to a blocked or blocking one. you can also play it on an enemy creature if you want your creature to take more damage AND you gain 2 life

I mean, this isn't true at all. If my opponent steals a card out of my hand or discard, I'd much rather they only be able to use Tactical Advantage rather than Moment of Triumph.

Depends on who you know in China. I build tier 1 decks in modern and legacy, and usually end up spending less than $100.
