My guess is due to their voice actors voicing multiple roles, it's easier to bring them back. For example, Zazz has the same voice actor as Infinite, and Zavok did have the same VA as Knuckles but he stopped doing the voices after Forces so he's voiced by Zomom's VA now

Shadow, Silver and Zavok only come back by force because of their creators forcing them into every game they get the chance in put input into it. Iizuka, Nakamura and Kishimoto respectively. It's why Silver was in Forces for fucking no reason, same for Zavok, because both directors was involved with Forces. It might be why Shadow was DLC for the game, via Iizuka's demands.
