But ultimately, many are also loyal to their homes, and would bleed just the same for them.

Empire or no Empire, the truth remains the same. The only salvation from the Thalmor and their schemes is to cast aside petty differences and unite, under one banner or many, to drive them out and restore peace.

Don't forget that as time goes forward in TES everything is bound to become less and less powerful.
