They do, and they also don't. 06 was gonna be a reboot, but they dropped that idea when the game bombed. In the devs' eyes the two had already sorta been associated with each other, so now you always see them together because Silver needs a sidekick, like Tails to Sonic and Rouge to Shadow. The issue arises from the fact that Blaze was a hero in her own right who got her own sidekick in the form of Marine, and now she can't be involved in anything unless it also involves that boring piece of shit, who will take the spotlight over her because he's the third big marketable hedgehog mascot and the Jap fanbase loves him.

One of the cancers of current Sonic(Nakamura) is forcing Silver as a character since 06 since he created Silver. He expected Silver to be a fan-favorite, but failed, so he forces into every possible game by changing his origins(with Blaze tagging along) until fans like it.
If you think about, Shadow has been in cast aside since his game, while Silver has more lines and appears in cutscenes more often, all because Nakamura is a faggot.
Blaze is actually a fan favorite and considered one of best characters due to Rush games.
