In the original game, she was a tool of war and didn't have too much reservation about it. In fact, the only times we see her happy in the game and manga was when she was beating/killing her enemy. It's like she came alive on the battlefield. In the DLC, she was kinda regretful about never having the choice to be anything else. She's much more stoic when fighting too.

They never said that about 2 or 3, they had lower sales targets to begin with and 3 not getting localised because of 2's sales being low is a myth that really needs to stop being perpetuated.
The reason 3 didn't get localised was because it came out so late in the PSP's lifespan that the Vita came out the very same year the game published in Japan; a localisation would have meant that 3 would end up releasing in the west well after the Vita had launched. If you've never noticed, late lifecycle Japanese games have a far lower chance of getting Western releases as teams are instead moved onto getting the next consoles launch games ready for as close to simultaneous release as possible, and VC3 was as late as a game can possibly be in a system's lifecycle.

Being the only mysterious, exotic, powerful, and "larger than life" female of the cast made her standout a ton compared to the more down to Earth characters. Guarantee you though if VC 4 or 3 girls were heroines in 1, Selvaria wouldn't be as popular.
