If 95% of your sleeping has to be done in that town then you still have 18.5 days in a year that you can be on vacation sleeping in a hotel or an inn elsewhere (Using our calendar anyways).
I think the 95% is meant to be a rough estimate, like "You can stay outside of here but it's a significant expense on your budget" thing. Some years more or less but this is where you'll inevitably return because it's where your home and job are.

That being said I choose Chorrol from Oblivion. Mages Guild in the city walls. Cute argonian librarians. Civilized, but still has a touch of the wilderness. I'd most likely be a student of the mages guild and spend time when I'm not studying by helping out locals with goblin problems or doing some light farming.

Maybe if you lived in a large Medieval fantasy world like the Elder Scrolls or something, if I lived in, say, Pokemon or some other vaguely contemporary setting it would just be normal travel times.
The idea the OP was getting at I guess is that you're gonna be a normal resident of this world, not some adventurer, so you really shouldn't have a reason to leave your town for more than 18 days in a year anyways. It's like twice the vacation time you get with IRL jobs anyways.
