For cpu, mainboard, ram it isn't. However there is large performance gaps in "modern" gpus for keeping it as cool as possible. Some lose about 20% performance when overclocked with a 3fan vs LC. 240mm worth of rad space required just for gpu so most 'hybrid' don't help.

Before anyone says "lelele undervolt". That produces a similar issue as over-temps. With lower voltage the card autoclocks itself similar to ever few C temp increase.

The only way my 2080ti kept at 2125MHz was via a liquid setup. A morpheus/arctic after market would drop it to 1975 and hybrid AIO were barely better. Stock 3 fan and FE were about 1890MHz.

You can get some 'older' hardware used and build a really good pc.

6700k, 16gigs of ram, asus mobo, 1080, m.2nvme can easily be found for under $1000 when looking at used. At 1080p you can easily get over 100fps. 1440p would be over 60 but not over 90 for most decent games. CPUs have made very little gains overall, gpus are still 15-30% game per gen/refresh, so a 1080 is only about 50% slower than a 2080ti, but still good enough for most games.

Price doesn't mean much. I built a rig for a friend in 2016 for $280, that can run Destiny 2 at 1080p at over 60fps, which was his goal when it launched the next year.

The hardest part about a PC is knowing if youre getting the right parts, what the right amount of thermal paste is, and dealing with all the software downloads after getting it running.

I have a switch and PS4 and 99% of the time I play games on PC. I can't think of a single reason to recommend purchasing 8th gen consoles unless you really want to play Bloodborne and the usual bing bing wahoos, 6th gen consoles were the last consoles truly worth owning. I'm pretty sure my PC could be considered a toaster and I haven't upgraded it in almost half a decade but I can still play pretty much anything I want and emulate almost anything up to 6th gen consoles nearly flawlessly with a little bit of tinkering.

you can absolutely build a 1080p 60-144 rig for a few hundred. sure you'll compromise on quality a bit but no more than the bottom barrel quality of parts in a console, you'll probably get better.

basically just buy an office machine on ebay with an i5 or i7 and good enough PSU (ask /g/ for specific models). then throw in a used 570, 580, or vega56. bam, $200-500 depending. or just make a new build with a 3200g + 570 and be content that you'll get 1080p 60 performance and might have to go with medium settings in a few intensive games. still better than a console in every way. hell I would rather play on a PC with lower specs than a console.
