ZUN has absolutely improved in his art, compare any EoSD portrait to anything from the last few games. He's refined charming, but terribly janking art into something that's genuinely an artstyle rather than just bad, and emphasises the charm of his original style rather than erases it it pursuit of what would be generally considered "good" character art.

Abilities actually have no correlation to character strength in the 2huverse, this is a common misconception by newbies.
that's why Remilia and Sakuya aren't the strongest characters in-setting, despite manipulating Fate and Time, respectively. There's an important distinction between "manipulate" and "control".
Yuuka is at least on Remilia's level, probably higher if you consider PC-98 canon, but her ability is just to make flowers bloom. Conversely, Keine eats history but is a bit player in the power politics of Gensokyo.
