What's the deal with the mechanical Bowser in that image? I can recognize most of them in the image save for that one and possibly yellow arms being a drawn image of the sprite from SMB1.

That's the Mecha Bowser from Sunshine. The image is concept is a novel take on the 7 false Bowsers from SMB.
