Well, he's to become a gray warden, meaning he'll be tied to the darkspawn and it was explained that he's an exceptional military strategist, so he should be an extremely valuable asset.

Part of his whole schtick is that he doesn't think highly of the darkspawn invasion and the fact that Cailan focused so much on it was one of the reason he wanted him gone. In his mind he was just someone trying to chase glory.

The fact that he weakened the country could be written off as unforseen consequences, though it really feels like a poor excuse if one, especially with the hateboner for Gray wardens.
