Might be wrong but from what I saw, the base game changes so it wouldn't even be possible to include that as a DLC. The palaces aren't even using the same rooms and the story plays out differently, on top of adding a whole new semester.
Still don't get why making this game was necessary though, the first one was good enough.

Development issues. SMTV is even worse at this point since P5 came out about a year later while SMTV was announced around 2 years ago and we got nothing.

DLC is just a bunch of code and assets that weren't in the main game
it's not like it's on a new engine, they could definitely offer it as DLC and just give you the option to play Royal or Vanilla once you start the game.

There is absolutely zero reason I should be forced to rebuy a 60 dollar games for minimal added content that could have easily been sold as DLC.
I love Atlus, but they are seriously one of the biggest jews along with Arcsys.

Pretty much this but I do think they'll add more new content than usual to the game with the revision this time around. But still, if you haven't played Persona 5 yet it's probably best to wait for this version but if you've already played the base game I can't really justify buying the game all over again just for the new content.

I hope at least there's some balance change fixes. If they're really adventurous, maybe shake up some Confidants so they aren't all 'go steal heart' at rank 7
