CHARGE DOWNBACK FOR 2 SECONDS, THEN INPUT FROM DOWNBACK POSITION TO GO TO DOWNFORWARD, THEN DOWNBACK AND THEN FINISH AT UPFORWARD POSITION ON THE STICK/PAD AND PRESS THREE KICK BUTTONS. I DON'T KNOW BUT I THINK THE GAME MIGHT ACTUALLY REGISTER ANY UP COMMAND INPUT TO BE VALID FOR THE SUPER/ULTRA SO YOU MIGHT BE ABLE TO FINISH IT IN THE UPBACK POSITION AND STILL GET THE MOVE TO COME OUT. WORKED FINE FOR THAT IN OLDER STREET FIGHTERS.

Fighters have loosened up on execution requirements for a while now in order to keep less-hardcore fans into the genre and some have gotten to the point where they can simplify controls down to having few-to-no motions at all without sacrificing much depth.
There's still a place for execution requirements though. Guilty Gear is still Guilty Gear, SNK doesn't shy away from most of its old motions, and Tekken 7 made sure that Geese has his fucking Pretzel motion for Raging Storm.
Why does this have to go from 1 to 3 btw? How come it couldn't just be 1(charge) 219?

It's impossible to get super if you don't press forward. So don't press forward.
So it combines a back-forward and a down-up charge in the same motion. I guess they could've accomplished the same thing with 1(charge) 39 or 1 (charge) 328 but I feel like those would either be even less intuitive or easier to shortcut.

Learning all the optimal combo's is hard in any fighting game, doesn't mean you'll need them to compete at a mid level online.
Charge moves involve charging in one direction and then hitting the opposite direction. This one is slightly different because you need to maintain down charge while you do the first half's charge back -> forward.
Just going to half way would make it a weird exception to that rule and there's no benefit for doing so.
