Make them cold blooded

Aggressive and inherently sociopathic. Survive on a heirarchy of manipulation where the smartest members are better equipped at manipulating the rest for labour and resources and the less intelligent members are ruled and manipulated like cattle. The more intelligent members get their pick of mating partners, which fuels the upwards evolution of intelligence in the species. There would be a dynamic between stronger but duller worker types and sickly but highly intelligent leader types.

The intelligent lizard men would actually be much more intelligent and capable than most humans, but their societies are susceptible to coups and can quickly devolve into tribal leadership when the heirarchy is damaged and lizards of power are killed/removed from authority. Therefore the usage of assassins and interalized propaganda is the more effect method of war both for humans and lizard vs lizard conquest
